Cost of Inaction (COI) & Economic Model

Comparative Regulatory Economics and Multi-Stakeholder Governance for Transactional Integrity
INITIATIVE: MEXICO'S INTELLIGENCE FOUNDATION (MXIF)
MODEL: PRE-COMPETITIVE PUBLIC GOOD
DOCTRINE: RECOVERED ECONOMIC VALUE (VER)
THE COST OF INACTION HYPOTHESIS (COI)

Our comparative economic model evaluates the consequences of importing punitive mandatory reimbursement mandates (such as the UK PSR PS23/3 50/50 split) into emerging markets without pre-settlement velocity controls: doing so is projected to generate a cumulative contingent liability exceeding $80.6 billion MXN by 2030 for retail banking, incentivizing first-party moral hazard and accelerating financial de-risking against popular sectors.

1. Three Foundational Economic Hypotheses

1. Pre-Competitive Multi-Stakeholder Collaboration

Fraud networks operate across institutions; when one entity tightens controls in isolation, illicit flows migrate across the payment graph. A neutral, multi-stakeholder research architecture allows financial institutions to evaluate shared containment standards without single-entity monopoly capture.

2. Phased Evaluation with Explicit Kill Criteria

Rather than committing to multi-year infrastructure overhauls on faith, our methodology establishes strict empirical gates on historical closed cases: if pre-settlement containment fails to exceed 95% interception or introduces Edge latency above 150ms, the model is halted or redesigned.

3. Compatibility with Existing Statutory Frameworks

The architecture requires zero constitutional or statutory reforms; it models structured digital evidence under existing Commercial Code provisions (Articles 89 and 1298-A, NOM-151) and privacy-preserving Zero-Knowledge Proofs under Article 142 of the Credit Institutions Law.

2. Multi-Stakeholder Functional Matrix (RACI Model)

INSTITUTIONAL PILLAR GOVERNANCE ROLE CORE FUNCTION IN THE RESEARCH ECOSYSTEM
Institutional Governance & Policy Unit RESPONSIBLE (R) Fiduciary neutral governance design, regulatory alignment (FATF/GAFI, USMCA Chapters 19 & 27), and multi-stakeholder coordination.
Systems Architecture & Forensics Core ACCOUNTABLE (A) Mathematical modeling, ACKTE-v1 velocity decoupling specification, air-gapped sandbox tooling, and NOM-151 structured dossier schemas.
Neutral Academic Host Facility CONSULTED (C) Physical hosting of the isolated air-gapped research sandbox, independent methodological peer review, and VER metric auditing.
Financial & Industrial Design Partners PARTNER (P) Contribution of anonymized historical closed fraud cases for double-blind testing and operational stress evaluation.
Civic & Territorial Observatories INFORMED (I) Regional social monitoring across states to safeguard popular commerce and audit zero collateral false positives (<0.10%).
