To resolve a problem is to patch symptoms; to solve it is to optimize the current system; to dissolve it is to redesign the system's conditions so the problem cannot physically manifest. Authorized push payment fraud cannot be dissolved solely through consumer awareness campaigns while the physical dispersion velocity asymmetry remains open.

1. The Invisible Crisis of Financial Trust

In Mexico, an estimated $66.5 billion MXN annually is drained from households and small enterprises through financial fraud and cyber extortion (UNODC-INEGI), while the uninvestigated or unreported dark figure reaches 96.5% (ENVIPE 2026).

Traditional institutional responses face a structural dilemma: attributing responsibility to the end user's human vulnerability under coercion, or overwhelming financial institutions and courts with manual post-mortem disputes that take months to process.

2. The Physics of Payment Rails and Critical Time Asymmetry

Authorized fraud is not a technical failure of central bank settlement infrastructure; it is a velocity collision between two irreconcilable operational time scales:

DIMENSION SPEED OF SETTLEMENT (REAL-TIME RAILS) SPEED OF VERIFICATION (LEGAL / FORENSIC)
Execution Window Under 3 seconds into instrumental mule accounts. 90 to 180 days to substantiate a formal precautionary freeze.
Physical Extraction ATM cash extraction in under 15 minutes. Precautionary orders frequently reach accounts with a $0 MXN balance.
Evidentiary Cost Marginal attack cost for organized networks (~$0). Traditional manual computer forensics expert report: $300k–$400k MXN.

3. The Semantic Gap in Payment Infrastructure

Real-time payment rails were engineered to settle funds with maximum efficiency. They verify account balances and cryptographic authentication factors, but lack an interoperable layer to evaluate relational context prior to irrevocable cash extraction: whether a newly added beneficiary is a shell entity, a revoked legal representative, or an instrumental mule account executing rapid fan-out dispersion.

4. Four Complementary Pillars of Systemic Design

Pillar 1: Structured Digital Evidence (NOM-151 & Commercial Code)

Automated generation of structured digital dossiers conforming to NOM-151 and Articles 89 and 1298-A of the Mexican Commercial Code, modeling the reduction of forensic preparation costs from hundreds of thousands of pesos to marginal automated levels.

Pillar 2: Privacy-Preserving Semantic Validation (Zero-Knowledge Proofs)

Sub-150ms mathematical verification of relational risk and corporate mandates without exposing private balances or customer identities, strictly preserving statutory banking secrecy (Article 142 of the Credit Institutions Law).

Pillar 3: Preventive Kinetic Velocity Decoupling (ACKTE-v1 Specification)

Decoupling digital transfer speed from physical cash extraction: legitimate digital transfers settle normally, while physical ATM cash-outs from newly linked cold accounts are dynamically capped (e.g., $2,500 MXN/hour hypothesis) and fan-out dispersion is contained (Rule T-01), removing the economic profitability of mule networks.

Pillar 4: Vital Medical Emergency Failsafe (Rule T-02)

Immediate biometric or delegated family attestation bypass for verified hospital and clinical emergencies, ensuring zero friction for popular commerce and life-critical contingencies.
